Consider using Rez, the text resource compiler that comes with
CodeWarrior. (Not the same as the PalmRez linker.) Rez is somewhat
under-documented but is very useful. We use it for most resource types
(except forms) including menus, alerts, and strings. Is this the sort
of text tool you're looking for?
I don't know of any tool to convert from Constructor format to Rez, but
for the types I listed above, it's not hard to recreate them.
