Rez was originally part of Apple's MPW devkit, later ported to CW for Mac,
and then to Win. There is a document from Apple with a chapter that
explains Rez fairly well. The document is titled "Building and Managing
Programs in MPW" and the (very long) URL is:

(Hopefully that won't get cut off.) I'm pretty sure that's the particular
manual that has Rez information. If not, pester me and I'll find the real
one.

There is a tool called 'derez', also part of Apple's MPW. It would require
Rez template files (ie, describing the format of the Palm resources) to get
useful output, though. I don't know if anyone has created such templates.
I also don't know if derez was ported to CW, Mac or Win.
