I think that you could solve that issue
by haveing a "top 50" (or "top X", pick your
own X) and a "Classics" page -- a "classic"
being a time-tested, heavily used popular
app.  You'd have to figure out some criteria 
for how long  something remained in the top X 
before it was determined to be a "classic", but
that could be solved.
