If your 9-25 adapter is some kind of standard stuff it really does't work.
You need adapter, that propose signals like this:
DB9 (palm serial) = DB25 (modem)
pin2 = pin2
pin3 = pin3
pin5 = pin7
pin6 = pin20
pin7 = pin5
pin8 = pin4
