Palm has promised to publish the PDB, PRC and PQA formats.  I haven't found
the official posting yet but there is some 3rd party documentation.

Try searching for:
'The Pilot Record Database Format' I last found it at
www.roadcoders/pdb.html (which most likely changed)
or
'The PRC Format'  last found at
http://web.mit.edu.tytso/www/pilot/prc-format.html

Both helped me write C++ classes to directly read and write PDB files.
