FWIW, I've been told that this is, unfortunately, exactly how the IIIc
works.  Those border pixels are apparently not physically wired up to any
sort of input that could change their color.

Plus I looked in the Palm OS Emulator source for any emulation of this
"feature" and there isn't any.  Those white pixels are just drawn around the
active 160x160 area as part of the skin.
