Look!  This is a no brainer.  I have NO other VC or VB on my
system.  Last night I finally installed my Embedded Visual Tools 3.0 and
it included IDE, Compiler for VB and VC++ and all the SDKs for the
various version of the WinCE OS and PocketPC.

I built a test application and compiled it to an executable.  It DOES
include EVERYTHING.
