Hate to tell you this but the Embedded Visual Tools for the WinCE and
PocketPC devices is less than $15 in the United States.  I got mine for
$6.00 but the price, for shipping only, is currently less than $15.00. 

MicroSoft is giving away the developement systems for the PocketPC and
WinCE devices. You only pay shipping.  That includes the IDE, the
compiler, the SDKs, etc.  Everything to develope for the PocketPc ann
WinCe devices.
