You don't need a physical unit to start developing.  Just get the Palm OS
Emulator (POSE), and the ROM images.  You can test on any device you want,
all for free.  http://www.palmos.com/dev/tech/tools/emulator/

Of course, you should by a unit anyway, simply because you'll never regret
it :).  However, I'd suggest getting the unit you want, and not one you
think is good for "development", as you'll probably use POSE for most
development.
