There is this (very) visual dev IDE called JDesignerPro which could
be used to create Palm softwares. Its essentially Java (runs on the
Waba Virtual Machine) but seem to compile into PRCs. It also allows
you to compile your apps into PocketPC as well.

There are online video tutorials you could download to get up and fast
on it.

Don't forget aethers' ScoutBuilder is out now - I've been playing with a
beta for a while now - and for beginners - it looks really good.
