PilRC is mainly used in the PRC-Tools toolchain.. not CW :)
however, it has been ported to a CW plugin (for CW 6).. you may also
be able to create the resource into a .bin file, and then open it
with constructor.. i believe some developers told me they did this
before (when constructor didn't have color, but PilRC did)
