The application you describe sounds like an ideal match to several of
the database development tools: fill out forms, then synch to a real
database.  You can find several such systems reviewed in the Tools
section of my FAQ.

The only tricky bit is getting remote synch working.  You'd probably be
best off adding modems, rather than trying to do this wirelessly.  Many
of the database engines I mentioned have the ability to have multiple
people synch with a single centralized database.  You'd just attach a
modem synch handler to each phone line you set up for remote
synchronizations.
