  basic solution?

  3.1 is a good starting point for lowest compatibility. there are a lot
  of handspring visor's out there - and most are upgrading to prism etc
  (going to 3.5) but the rom is not flashable, so, the devices are stuck
  with 3.1

  3.0 devices (Palm III) can be upgraded to 3.5 without any problems.

  it all depends on what your target group are? if you are writing a
  financial or stock trading tool, maybe you can assume your users 
  make a heap of money and can afford a m505 :P
