That's one of those mysteries that becomes clear if you actually try to do
it! Just go ahead and create the event, starting with the next occurrence,
and set it up to repeat every 12 months (not every year). Then choose to
repeat by day (as opposed to date), and close all the dialog boxes. You'll
be asked with a dialog whether you want the event to fall on the last Sunday
of the month or on the fourth Sunday of the month.
