Sorry, that wasn't clear from your initial question (or I didn't read 
it carefully enough).

PDB-Def is a developer tool for creating databases, not bundling as 
part of an application. If that's what you need to do, PDB-Def the 
wrong tool. You can use the PDB-Def library in an application. That 
would make it easier for you to write an application that imports CSV 
data, because it has functions that convert ASCII strings into binary 
data values, and vice versa, and other related capabilities, but it 
wouldn't solve the problem for you.

If you want the user to be able to create the file, they could buy 
PDB-Def and use it, perhaps with a database definition that you 
create for them. As a developer tool, however, it doesn't coddle the 
user with friendly terminology and concepts. That might be a bit 
tough for them.

Hard to say. I don't look at most of these. I suspect that most of 
the PDB-creation tools out there have a similar limitation--designed 
for creating PDBs, not for creating end-user applications that create 
PDBs. Designed for developers, not end users.

Perhaps a conduit would make the most sense, but it seems like 
overkill. You might want to look at JFile, FileMaker, HandiBase, and 
other similar tools if their feature sets and UI components would 
work for you. Perhaps they have APIs (FileMaker doesn't) that you can 
use to access databases created by them in a C-based application. 
That's what PDB-Def gives you.

This seems to contradict what you say earlier. Are you creating a 
program to use on behalf of a user, a program for a user, or a 
program to use for yourself?
