At Palmsource this year I went scouting for Palm-resident databases 
that linked well to CSV or other desktop file and that were willing 
to talk about a developer-level SDK.  ThinkingBytes was the only one 
that met all those requirements (www.thinkingbytes.com).  I haven't 
had time to follow up on this part of my project though.

At the other end of the spectrum is Sybase's SQL library (name 
escapes me at the moment)--provides a full API to get to SQL 
databases on an external server.
