You are correct that it doesn't explicitly say what "other development
material" is, and that this is the root problem here. It's intended to
refer to

other SDKs and header files, documentation, maybe .prcs to
be installed in certain circumstances; generally Palm OS
development material that should be easily accessible by a human

In particular, "other development material" is NOT intended to include
the prc-tools binary itself, because that does not need to be read or
accessed by a human.

The next sentence speaks of header files and human accessibility, which
is something of a clue. And in fact to date it has been a sufficient
clue: after almost a year, you are the first person who has
misinterpreted it this way. Or, at least, you are the first person who
has lived to tell their tale :-).

But I always meant to write another web page explaining the vision and
contents of the PalmDev tree. Unfortunately there were always emails
and postings to reply to. But really that's no excuse for this
documentation defect. (Volunteers? Or perhaps I will have time for it
after the next release.)

Because it didn't occur to us that anyone would think otherwise. But
now that it's been pointed out (thanks!), we can fix it. We'll do this
by simplifying the procedure so that the issue just doesn't arise.

Considering the level of reading comprehension you've demonstrated in
this thread, it's not surprising that you were the one to uncover this
deficiency in the web pages. Thank you for your efforts.

I'm sorry to say that I now realize that there was already enough
information in your first post to detect the cause of your problems:

Other impreciseness in your post led me to believe that #2 was some
weird imprecise typo and #3 was precisely as written and the cause of
your problems. Unfortunately it turns out that #2 was precise and
problematic while #3 was a typo. I apologize for not picking up on the
lunacy of #2 sooner -- we perhaps could have avoided most of this thread.

Perhaps the take-home lesson here is that, when reporting problems, it
pays to be extremely precise.
