Really?  Plain webservers seem to be a commodity,
and fairly inexpensive.  Many operating systems 
come with one.  Check out the license of Apache
to see if it suits you, for example.

Well, you'd pretty much have to write a subset of a
webserver.  Certainly possible.  Not sure it's
worth it (see above).
