"ALL" meaning IIS? Alternatives such as Apache and a few others don't have nearly the vulnerability track record that that beast has. Then again, you can only make something so secure and stable on an insecure/unstable OS, but that's a different topic for a different day. Of course you have to know what you're doing to set up a web server, in any case. But he's also talking about the server talking to an Oracle database.
