Your question piqued my interest [as a chemist] and cardmodeler. Cellulose
acetate is the most probable material. This is available as a powder and is
the basis for "dope" that was used to paint aircraft fabric in WWI, civilian
and some WW2 planes. The CA powder is dissolved in acetone and brushed or
sprayed on paper or fabric. The acetone, vapors and spray mist are VERY
HIGHLY FLAMMABLE!!
In other words I don't really recommend a home brew!!!  Unless you can do it
all outdoors.
Plan B: there is a wallpaper adhesive called Metylan Cellulose Adhesive that
might work --- but I don't know the flammability data for it, so
it may be as bad as the "dope" and will probably need to be thinned a lot
with a flammable solvent. SAFETY AGAIN

Plan C: At art supply store and sites you can buy Strathmore 80pound
AquariusII Watercolor paper that is a mix of natural and synthetic fibers
that does not buckle and wrinkle when wet. It is not quite as smooth as
cardstock. I've painted on it and it stays flat.
Unfortunately I have none on hand so can't say how well it scores and folds,
nor do I know how well it glues.

There is also a totally synthetic "paper" called YUPO also at art stores
[104pound]. Again, I don't know about folding and gluing.
Both this and Strathmore are said to accept ink very well.

If I want to paint or damp-proof a white model, I dust on light coats of
auto primer followed by color paint from regular rattle cans and then clear
gloss or matte final layers. Outdoors!!!

Tell me more about why you want to plasticize and maybe I can be more
helpful.
