The Aquarius 2 watercolor paper might  do what you need. I would laminate
two layers --- front view and back view of figure and then try
spray with a craft store acrylic sealer or brush on FUTURE acrylic floor
wax.. They may even be OK without sealing and a double layer is about 160
pound paper. The stuff is expensive but if you lay out and cut carefully you
can get a lot out of a sheet.

The thick varnishes people use on decoupage might also work well.

That is a fun kind of project --- I built a number of card and wood
dollhouses for and with my daughter --- I probably enjoyed them as much as
she did.
