I think that "move to UTF-8" means convert all the actual ISO-8859
characters into UTF-8. Mixed encoding is the worst case.

According to the 'file' command, U-Boot (ARM) currently has 61 files with UTF-8 encoding, 101 files with ISO-8859 encoding... and 1 file with "Non-ISO extended-ASCII" encoding. :)
