Right so now we know where we're at <smile>, yes you can do that but you'll 
need to alter a few settings, some of this has already been addressed.

Load your file into Total Recorder first if its a wav, mp3, Flac, or whatever 
then Total Recorder should be able to handle it.

Now from the file menu select "Save as", enter a file name and tab to the 
"change" button, here's where you make changes to sampling rate, format and so 
on, there are already some presets there by default but you may need to create 
an entirely new one for your specific purposes, once done get out of that 
dialogue box and press the "Save" button, saves you having to record from 
Windows Media Player or, Winamp or anything else.
