Hi, Something you are going to have to experiment with but. I don't think you would need to set up a second VAC. You just point skype output to VAC1. Audio repeater would have VAC1 input and Output to desired sound device. The other stuff you mentioned sounds about right. Of course I stand to be correct on that as I may not be clear on exactly what you are trying to achieve.
