Audacity is probably the best because of the strong support from blind users.

Reaper with Reaccess is a possibility but quite flaky.

If you have the patience of Jobe and the willingness to endure a long, hard learning curve, you could try Sonar.

N-track studio is another possibility but is inaccessible to screen readers in important places

Sound Forge is a multi-channel editor rather than a multi-track editor and is morphing into a multi-channel video editor.

Some work has been done to make Pro tools accessible but I don't know what progress has been made with it.
