Same thing happened here, although I didn't even know the guy who was listed as an administrator. The only thing connecting us is that we both work for the University of Vienna, and Oracle seems to throw us into the same pot for that. I don't find it funny that I saw someone unknown as being the admin for a support contract we signed and paid. An email has been sent to the other guy and he had to confirm me as an admin.

Anyway - thanks to Scott and John for the detailed descriptions of possible measures to take to fix this. Everybody with download problems should read their messages, login to Oracle Support and check the "Admin" section for proper setup of the "Support IDs".
