I'm a little beyond the 'burbs, but am lucky enough to get 49333 most
of the time. Some phone lines cannot handle 56k, not because of the
noise quality but for other technical reasons. There used to be a
line test available through U.S. Robotics. You would dial directly
(not via internet), using a terminal program, and it would tell you
the status of your line. I can't find the test info., but you could
try www.usr.com.
If the line checks out at 56k, I'd call the telephone company.
Although they're not obliged to provide high-speed quality, it's
worth a try. I'm not sure how the line quality effects DSL. You may
also ask them that. I'm too far away for DSL, you may be too.
If you get cable, you can use this to access the net.
The only other option seems to be Satellite. Trouble is, as they're
still in their infancy the cost is pretty steep (about $600 for
hardware, $70 per month). I imaging this will decrease over time.
Both Satellite systems, Dishnetwork and DirectTV, provide similar
systems.
I'm hoping Satellite costs go down before dial-up gets left in the dark.

P.S. Other factors could be phone wiring within your house, or cable
from modem to wall (pass through many adapters).
If your ISP has other local phone numbers, try them.
