V.90 always has been and still is a picky thing. Usually slow connection
speeds are related to phone line problems. Have you added any new phones?
Any new jacks? The best way to track this down is to first unplug all your
phones (especially ones plugged into the modem) and try the connection
again. If it doesn't work, try a few other jacks, preferably with a short
cable (might have to move your computer). If that still doesn't work, then
you might even try connecting to your NID's test jack, though it might be
difficult since you'd have to cart your whole computer outside.
Failing that, about all you can do is hire a wiring contractor to check your
phone lines. Something might have changed with the lines that's messing with
it. Very seldom is it the ISP as most are using the same equipment and phone
lines as anyone else.
