Have you ever had a 56k connection at that location? Some locations
cannot support 56k, they default to 33k. You might find instructions
to test your line at <http://www.usr.com>.
Even if the line were 56k capable, enough line noise inside or
outside your home, could limit the speed to 33k.
Does your ISP have another number you could try? Could you test the
ISP of a friend or family member with 56k success?
Can you hear noise on your line? My phone company came out to
investigate a very slight noise on my line. If the problem's outside,
there's no charge.
I get 33k every eight to ten dial-ups, even less occasionally.
Otherwise I get 49k or 45k. The 33k dials suggests I hit a bad line
every now and then.
