i'm in a similar situation, i usually get 24-26.6k connections.  one
thing that helps tremendously is to use a 33k or 28.8 modem rather than
a 56k modem.  56k modems are designed with the assumption that you'll
have a good phone line and are far less able to deal with poor phone
lines than are older, slower modems designed with the expectation that
many phone lines aren't good.  a good external, slow modem will often
work better than an internal 56k, or even some internal slow modems. 
apples modems are well know for having little capacity to deal with bad
phone lines.
