It seems like the card is broken, Scott. I suspect that the previous owner has
overclocked the card too much and it has gotten so hot that the card was fried
:-(
If even ASP doesn't see it then there's definitely something wrong with this
card and then there's no way to flash the card I guess...
If I were you I should call the guy/gal who sold you this card and tell him/her
that he/she has sold you a defunctional card and ask for a refund.
