Yeah, I've tried all that, with the exception of disabling the ATI drivers.
I didn't think about that since the machine recognized, flashed to Mac,
booted off of, then flashed back to PC my dad's Voodoo3. It's a brand-new,
clean install of 8.5->8.6 as I just put a 4 gig drive in place of the 3 that
was stock. It would seem that the card does seem to be acting up, it's just
strange that Windows is picking up on it and installed the drivers. I'm
fairly sure I handled the card with care (I've been messing with computer
stuff for some time now, built a few for people as a side job), but I
suppose accidents happen. I trust that I wasn't sold a dead card :)

Still mysterious..

I don't have access to any kind of heat gun, and even though I'm fairly
handy with a soldering iron I don't relish the idea of heating up all the
joints one by one.
