For that matter, vMac already runs on 68000 processors (I think...) and so it might be possible to take a 256k Mac Plus ROM and add the proper IO and screen output programming to vMac to allow it to run System 1 to 7.5.5. Beyond that, the main problem is storage space. Sure, there would probably be space for a 256k Mac ROM and the emulator, but I doubt you'd have even enough space left to store the equivilent of an 800k floppy, much less anything useful.
