Shortly after I sent that post I used Norton Fast Find (great for info too)
to locate that Text Encoding File.  It was in "Disabled Exts" so I drug it
into extensions along with Remote access that was hiding there; did
a shutdown and startup; the control strip showed up and firt dialup
attempt I was online.

I use Conflict Catcher on my Quads along with the Extensions Manager.
Maybe in these higher OSs that I've now embarked on your Ext. Overload
with CC is maybe a better plan.  I've always liked the fact that you
could save your Exten. Manager "Set", select a base OS to facilitate
other than a clean instal;l or create and name a new set or revert to a previous.
I've found a few crash-inducing items that way.

Good point; I like those info boxes - custom installers are handy too.
