If you are serious about the Photoshop, I'd recommend going with a G4 
upgrade as opposed to a G3.   PS will take good advantage of the G4's 
Altivec engine.

The only 'con' for what you want to do is that you will either have 
to spend more for a SCSI burner or purchase an PCI-IDE card that 
supports ATAPI (CD-ROMs/Burners) devices.

I run OS 9.1 on my 9600 w G3/500 and it is extremely stable and quite 
fast for my home use.
