Any decent pop up killer would allow exceptions. There's an excellent one for PC called that, Popup Killer, but it's PC only, unfortunately. Popups are inherently more annoying on my Macs because most of them are lower end. On a fast PC or Mac they pop right up, but on older computers it lags it for sometimes up to 10 seconds while it pops it up. I'm actually starting to miss banner ads.
