In addition to Mr Jones advice, I can add the following based on my experience with using Matrox cards made for PCs:
before you can flash the EPROM you may have to set a dip switch that unprotects it. there may also be a dip switch to "enable VGA." although there are extension and control panels for use with the card, they probably aren't necessary to use it. They just give extra control options. It will have a VGA port, so an adapter will be needed to use it with a Mac monitor. I have used Matrox cards/software with OS9 without problems.
