It is, at least in 8.1 - no, I don't have 8.6, though I'll need to find it 
shortly to get USB working.

If it's a scrapbook file:
1. It shouldn't matter where it is - at least in 8.1, it doesn't show up as 
an option. Double click it and treat it like a regular scrapbook file.
2. Find one ou like? Copy it, then paste it into the regular "desktop 
patterns." At least, that's how I understand it's supposed to work...
