Your upgrades look reasonable, except I have to ask how much photo 
manipulation you are going to be doing.   A G4 with the full 
PhotoShop software will work quicker than the G3.   If your photo 
work is light duty and peripheral to what you are doing the G3/450 
will be quite sufficient.   You can stick with the 2 port USB card, 
as they tend to work better in older Macs than a 4 port card.   If 
you want to add additional USB devices later, you can always buy a 
USB hub and connect multiple devices to the hub and the hub to the 
computer.   One note about hubs, buy a name brand unit (Macalley, 
Belkin, Asante) as I have had bad luck with the cheap generic ones. 
I wouldn't buy a Firewire/USB combo card as you will pay a premium 
right now for them, and you can always buy just the firewire card 
later.    Also, don't install all of the hardware changes at one 
time.   Install the RAM  or the CPU first and then make sure the Mac 
is stable for a week.  Then install the other item.   When you 
install the RAM, make sure to turn off Virtual Memory in the Memory 
Control Panel.   Also after you install the RAM, the Mac will sit at 
the grey screen for a long time (especially if it is with the 100 Mhz 
CPU) while it checks it when you start the computer.   Unless you are 
good mechanically, you might consider having someone with some 
technical know-how install the RAM and CPU.  The one thing you 
haven't mentioned is the hard drive you have installed, how big is it 
and how much do you have available.   The original hard drives that 
shipped with Macs were not very fast and will impact the speed of you 
machine.
