Ok final update.  I put the drive on the end of the cable and set the jumper
to active termination as well as various ID settings.  Still nothing but a
frozen happy mac.  I set the whole thing back to it's original configuration
with ID set to 4 and re-installed the dead 2GB HD as termination.  It works
so I guess I'll leave it for now.  However I have noticed a problem on
startup.  When I boot up the computer sometimes I get no chime and the
screen doesn't go on.  I have to ctrl-cmd-power button to reset and then I
get the chime.  This however also sometimes produces a blank screen and I
have to reset one more time and finally the whole thing works.  Anyone know
what the heck is going on?

My configuration again:
7300/200
256MB RAM
(dead)2GB hard drive on end of cable acting as a terminator
18GB hard drive on middle of cable
12X CD-ROM also on middle of cable
ATI Rage 128 (same problem occurred when I was using a VGA adapter on the
built-in video port)
OS 9.1 (with all updates installed)
Firewire card
USB v.1 card
