Hmmm... FTP is a strange protocol. The _standard_ way for it to work is that when you request a file, a port number is sent and the ftp server *initiates a connection with it*. (A port number is roughly analogous to a suite number in an address, your machine has an ip address and individual programs use different port numbers) Since the ftp server initiates the secondary connection, it's tough to firewall. Another way was developed, called passive ftp. Passive ftp doesn't try and open a second "data" connection, it just uses the original "control" connection. Most programs these days support passive ftp, but not all. Have you tried other programs for downloading? What client are you using?
