The USB function doesn't start until the USB extension loads. The Mac has to
start before the extensions load. Thus USB can not be used to start up .
(ADB allowed this due to having a 5v trickle voltage supplied through the
ADB lines any time the computer was pugged into a wall socket. That's also
why it was recommended that before playing with ADB plugs the Mac be
unplugged as well as shut down.)
