I encountered a OS 9.1 + 10.1 boxed install set that I bought for $139.00
some months ago (in anticipation of buying an XLR8 G3/4) . It failed to
install on my 8500/180 (running 8.6) , with a similar message, but more
explicit: to paraphrase, it would NOT install on any /non-G3-4 NATIVE
machine(!).

It was the first time Tekserve in NYC HAD to accept an opened OS return. It
was sold as being installable on an 8500 - at least the 9.1 part - but the
9.1 install disk would NOT install to a standard PCI Powermac. I took for
granted that the 10.1 would not install, but the 9.1 failure was a surprise.
