I had this problem with both my 7300/180 and my PB 1400/166 with a retail version of 9.1 that I bought and a copy of 8.5 that was 'left over' from my mother in law's old Bondi iMac. The only solution was to back up my data, initialize the drive and install the OS fresh. Worked! At least with OS 9.1. Didn't go back and try 8.5. I have no idea why neither of them wouldn't install as an upgrade to the existing OS. For the record both machines were running 8.1 previously.
