a) yes b) no
Toast can be anywhere.  You don't even need to reading extension to
burn, just the program.  What I've done, though, is to put my burner
in an external case with two bays, and put a hard drive in the other
bay.  The hard drive has Toast, and I can move the thing around and
backup different machines with this one box.

Some cd players have difficulty reading CD-R disks, and more have
trouble reading CD-RW.  Most will, though.  I'd certainly recommend
not trying to burn directly from MP3's on a 7200/75, as the machine
probably wouldn't keep up with the burner.
