If one of the two Mac is older than a PCI Mac, you need to reboot 
that machine again, or make sure that the machine at the other end of 
the cable is completely booted up first.  If they're both older 
machines, boot them up.   Then restart one of them.  Then when it's 
done, restart the other one.

Old Macs won't activated their ethernet port if they don't find an 
active connection at the other end of the cable.

Of course, it could just be a bad cable...
