Apple didn't.

The first Apple machine to implement Master and Slave correctly was the Rev. 
2/B (and later) Beige G3, which includes all /300s and faster, and all late 
1998 /233s.

The Rev. 2/B Beige G3 doesn't implement this correctly, but this defect can 
be overcome by OS X, to a certain extent.
