It checks if you pressed Alt-Space (or Command-Space, don't remember right
now, I don't use that) during startup, and if so, it opens the Extension
Manager so that you may deactivate certain extensions. IMO it's useless, I
have removed it.
Of course if you remove "EM extension", you can still use Extension Manager,
the only thing you cannot do is to use it during startup.
