Yes but experience has taught me: if the USB card, or almost any other card, was added after the OS was installed then the drivers didn't get installed (usually) and this necessitates either doing a reinstall of the OS so that the drivers get installed, or downloading and installing them separately.
And Concerning the several discussions about installing CDR's / CDRW's in PCI MACS (FYI)
xlr8yourmac.com has an extensive reader supported compatibility database of the various drives people have been able to get to work with different macs and how they did it. It's a great resource, it's wise to consult the database before purchasing any 3rd party drive for your mac - it may save you some grief in the long run. I think somewhere on the knowledge base apple post a listing of compatable drives as well and so does roxio (toast) on their site. os9forever.com has some minor info on how to extract the support files for different drives to get some to work as well, although I think it's mainly for getting internal scsi drives to work with the burn app.

I've got a (scsi) S&F 12X CDRW working in an 8600 internally & externally, a Sony 48X CDRW working in one beige G3 (IDE), and an IOmagic 48X CDRW in another beige G3 (IDE). The drives in the G3's are supported by the burn app also, and all of the drives work in 9.1, 9.2.2., & 10.2.6 and all are bootable. In fact the only drive that wasn't plug and play right from the start was the IOmagic.
