I created a boot disk on a zip drive by installing a minimal system for any computer on a 7200 but it didn't install a Startup control panel for some reason. Anyway, when I bootup on the Zip disk using Command, shift, option, delete, the hard drive doesn't show up. I have to use drive setup and mount the hard drive. This doesn't happen when I use the Startup control panel. Any reason why this happens? I was creating this boot disk for someone who doesn't have a CD rom on his 520c laptop.

why did you have to install a minimal version on a zip ? and whay can't you include the startup-panel on the zipversion ?
